The greatest rulers are unknown by their people.
The next best are loved and praised by their people.
The next best are feared by their people.
The worst are hated by their people.
Each not trusting according to what they do not trust.
Careful about what they say, they complete their work and work to complete.
And all the people together say, “we are the same.”
